Section 101 of the Constitution and section 20 of the Act — the powers behind the Citizenship by Investment Regulations 2024 (S.R.O. 8 of 2024, as amended 2025)
Section 101 of the Constitution lets Parliament open citizenship to otherwise-ineligible persons; section 20 of the Citizenship Act empowers the Minister to make regulations. The 2024 Regulations set the investment routes, due diligence, the mandatory interview for applicants 16 and over, and the authorised-agent regime.
