What are the new UAE Golden Visa rules?
The Golden Visa remains long-term UAE residence — renewable, self-sponsored, and exempt from the six-month absence rule. On the federal rulebook as updated 20 August 2026, public investments of AED 2 million carry a 10-year visa, real estate investment is tabled at 5 years, and the talent, student, and humanitarian routes require no capital at all.
One thing first, because this market blurs it constantly: the Golden Visa is residence, not citizenship. The UAE does not operate a citizenship-by-investment program, and Emirati nationality cannot be applied for at any price. Everything below is the residence rulebook — stated exactly as the authorities publish it, with each page's own update date shown, because in 2026 the dates matter.
Where do the official rules actually live?
Two pages, both the government's own. The u.ae portal carries the summary — categories, durations, and headline requirements in one table, marked as updated on 28 July 2026. The detail sits with the authority that administers the system, the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP), whose Golden Residency Guide — updated 20 August 2026 — adds the document requirements behind each category. Dubai applications run through the GDRFA and federal applications through the ICP, but the eligibility categories are federal.
What changed in the official rulebook?
Both pages were rewritten in mid-2026, replacing long per-category prose with a single table of categories, durations, and requirements. Three details in the current text deserve more attention than they are getting:
- Durations now differ by investor route: investors in public investments are tabled at 10 years, while real estate investment is tabled at 5. Many quotes in circulation still advertise ten years for a property purchase — ask any advisor quoting you to show you the current table before you rely on the number
- The property route's document rule is explicit: a letter from the Land Registration Department confirming ownership of one or more properties valued at AED 2 million or more, without loans
- The only salary figure in the current Golden Residency Guide is AED 50,000, and it belongs to the executive directors category — alongside a certified degree, five years' experience, and an employment contract. No general salary route into the Golden Visa is published
Just as important is what the rewrite did not touch: the AED 2 million investor threshold, the no-sponsor principle, the exemption from the six-month absence rule that limits ordinary residence visas, family sponsorship of spouses and children, and renewal — the ICP describes the residency as automatically renewable for as long as you still qualify.

This article states the rules exactly as the official pages published them when opened on 2 September 2026. Before you file, run the ICP's own eligibility checker and ask for the current category table: a Golden Visa quote is only as good as the rulebook date it was written against.
Who qualifies for 10 years, and who for 5?

Public investments, proven talent, top university graduates, and humanitarian service carry ten years; real estate, entrepreneurship, and high-school excellence carry five — per the ICP's published table as updated 20 August 2026.
Notice what the table prices at zero. Five of the seven categories require no qualifying capital at all: the Golden Visa is an investor visa and a talent visa in equal measure, and for doctors, scientists, graduates, and humanitarian workers the cost collapses to government fees alone.
What is the Golden Visa salary requirement?
There is no general salary route into the Golden Visa on the current federal guide. The only salary figure it publishes is AED 50,000, required of executive directors together with a certified university degree, at least five years' experience, and an employment contract. A high salary alone, in any other role, is not a Golden Visa category.
Salaried professionals below that bar are not shut out of long-term residence — they are in a different rulebook. The ICP's Green Residence, a 5-year renewable permit with no sponsor, is the published salary-based route:
- Green Residence for skilled workers requires a valid UAE employment contract, a bachelor's degree or higher, and a monthly salary of at least AED 15,000
- The role must sit in occupational levels 1 to 3 of the Ministry of Human Resources and Emiratisation's classification
- Green Residence holders can sponsor spouses and children, with defined grace periods when the permit expires
What are the rules for students?
The student routes are the clearest in the whole system, and they are grade-gated rather than capital-gated:
- Outstanding high school students qualify for a 5-year Golden Visa with a score of 95% or higher and a recommendation letter from the Ministry of Education
- Outstanding university students and recent graduates qualify for a 10-year Golden Visa with a cumulative GPA of 3.8 or higher from an accredited university, a recommendation letter or graduation certificate, and no more than two years since graduation
- Student applicants who sponsor family members must show they can support and house them — the guide lists proof of financial ability and accommodation among the required documents
Can freelancers get a Golden Visa?
Not through a named freelancer category — the current Golden Residency Guide lists none. A freelancer whose work fits a talent category can still be endorsed into the 10-year visa; creatives in culture and the arts, for example, qualify through an accreditation letter from the Ministry of Culture, and the u.ae portal links a dedicated recommendation service for them. For everyone else, the route actually written for independent workers is the Green Residence:
- Freelancers and the self-employed need a freelance or self-employment permit issued by the Ministry of Human Resources and Emiratisation
- The educational bar is a bachelor's degree, specialized diploma, or equivalent
- Income from freelance work must have reached at least AED 360,000 per year across the previous two years, or the applicant must prove financial solvency for the stay
- The Green Residence runs five years, renewable, with no sponsor — the same no-sponsor principle as the Golden Visa, on a shorter clock
Where does citizenship fit into this?
It does not, and the distinction is worth stating plainly. The Golden Visa answers the residence question — where you may live, work, and study — for five or ten years at a time. It creates no path to an Emirati passport: the UAE government's own nationality page reserves citizenship for narrow cases such as descent, marriage, long naturalization, and nomination by federal entities. There is no form, no fee schedule, and no advisor who can apply on your behalf.
That is why many Golden Visa holders pair UAE residence with a second citizenship from a country that lawfully grants one — typically a Caribbean program completed remotely from Dubai in a few months. The visa anchors your life in the Emirates; the citizenship secures your family's position everywhere else, permanently and inheritably.
Common questions
Is there an official list of universities for the UAE Golden Visa?
No list is published on the current federal guide. The requirement is a cumulative GPA of 3.8 or higher from an accredited university, within two years of graduation. Whether a specific university qualifies is answered by the ICP's own eligibility checker — not by any list an agency shows you.
Is the UAE Golden Visa a path to citizenship?
No. The Golden Visa is renewable residence for 5 or 10 years. Emirati nationality cannot be applied for or acquired through investment — the government grants it only in narrow cases, including nomination by federal entities. Treat any priced offer of "UAE citizenship" as a red flag: no official price exists.
Do Golden Visa holders lose the visa by staying outside the UAE?
The six-month absence rule that limits ordinary UAE residence visas does not apply: the official portal confirms Golden Visa holders can stay outside the country for longer than six months and keep the visa valid. Where the visa rests on a qualifying investment, that investment must still be maintained.
How much does the UAE Golden Visa cost under the current rules?
The dominant number is the AED 2,000,000 qualifying investment on the investor routes — an asset you hold, not a fee you pay. Government processing, medical, Emirates ID, and insurance costs come on top and vary by emirate and family size, and the talent, student, and humanitarian routes require no capital at all.
